Salary: £67,794 - 75,070 per annum

Hours; 36 hours per week

They are delivering this all through many strategic partnerships that collectively form one of the largest development programmes in England.

The Role
Historically local authorities have tended to sell surplus land at the best price reasonably obtainable. With decreases in public funding alongside fiscal devolution, LBB is seeking an alternative more commercially minded strategy to conventional disposals to steer long-term development and increase potential receipts and generating longer term revenue.

The Council is looking for a high calibre project and programme portfolio manager to help shape and deliver mix tenure housing developments to support the significant growth across the borough (c.£2b in total).

This is an exciting and varied role that puts the individual in charge of managing some of the Council's key mix tenure housing schemes and aiming for excellence on a personal level across a number of portfolios interfacing with both internal departments (Education, Greenspaces, Town Centres, and operational estate departments) and external consultant teams and development partners.

The post holder will report to the Assistant Director of Development Partnerships & Regeneration. The role will also involve working with Strategic Directors, Directors, Assistant Directors and other service leads, and Housing, Economy and Placemaking to ensure consistent strategic alignment and reporting directly to relevant Boards and senior Council groups on a number of strategic portfolios.



Experience and Qualifications

* Drives projects from a management perspective, prioritising and delivering against objectives.
* Ideally a degree in any property related or development consultancy discipline such as surveying, (or working towards such) of a professional body in the land and property discipline such as RICS or RTPI or other appropriate professional qualification.
* Ideally significant development experience, preferably in the public sector.
* Hold a PRINCE2 or equivalent project / programme management qualification.
* Have experience in the development of effective business cases using frameworks such as the five-case business model, in line with Treasury guidance
* Experience of working at senior management level in the delivery of project /programmes within a Local Government environment
* Experience of housing and non-housing led regeneration, compulsory purchase orders, land assembly and joint venture partnerships to facilitate developments in key areas of the borough
* Knowledge and practical delivery of schemes from inception to occupation and project closure (post defects resolution period). I.e. RIBA stages 0-7.
